Statement of the problem
Most available video surveillance systems are not efficient as they are only capable of saving video streams into a storage.
Human ability

A guard is normally seated in front of the monitor displaying a good deal of small-size images and trying to follow what is happening. In these cases it is impossible to identify the trespasser or perpetrator because their image is too tiny on the monitor. Limitations in the ability of humans to vigilantly monitor video surveillance live footage led to the demand for artificial intelligence that could better serve the task. Humans watching a single video monitor for more than twenty minutes lose 90% of their ability to maintain attention sufficient to discern significant events. With multiple monitors, this is cut again a few times. Given that many facilities have hundreds of cameras, the task is clearly beyond human ability.
Current problems in the field of video surveillance

In general, the camera views of empty hallways, storage facilities, parking lots or structures are exceedingly boring and thus attention is quickly attenuated. When multiple cameras are monitored, typically employing a wall monitor or bank of monitors with split screen. The video surveillance by operators is becoming impractical and ineffective. Monitoring of hundreds of cameras will also require costly equipment and huge disc space. Very mindful employees can be found; however it's much better to vest routine, or at least a part of it, onto a passionless computer.

Disadvantages of simple motion detection

In response to the shortcomings of human guards to watch surveillance monitors long-term, the first solution was to add motion detectors to cameras. Security contractors program the software to define restricted areas within the camera's view and program for times of day (such as after the close of business) for the property being protected by the camera surveillance. It was reasoned that an intruder's or perpetrator's motion would send an alert to the remote monitoring operator obviating the need for constant human vigilance. The problem was that in an outdoor environment there is constant motion or changes of pixels that comprise the total viewed image on screen. The motion of leaves on trees blowing in the wind, litter along the ground, insects, birds, dogs, shadows, headlights, sunbeams and so forth all comprise motion. This caused hundreds or even thousands of false alerts per day, rendering this solution inoperable except in indoor environments during times of non-operating hours. Motion detecting cameras miss some true positives but are plagued with overwhelming false alarms in an outdoor environment.

The application can perform the following tasks: detection of moving people or vehicles; recognition of car license plates or QR codes imprinted in ID cards; detection of people in crowded environments, unattended objects within restricted areas; opposing-traffic-flow movement; detection of objects by shapes; and objects that disappear from the field of view (theft control).

Any of various inexpensive multi-channel recorders can be used instead of an expensive recorder, thus minimizing costs. Images from different recorders and web cameras can be processed via the Web Camera Cloud network video server.
